ORSA was initiated in 2002 at the request of the Rangers FC board. The former Rangers Chief Executive Martin Bain met with existing supporters clubs in Sydney to facilitate and support the concept of one unified voice for supporters in the region. In this regard, Rangers FC find it easier to deal with one committee compared with many voices and inquiries. ORSA officially formed in 2004 and now has grown to include 10 clubs in Australia, New Zealand and Hong Kong.

All ORSA members clubs are incorporated into the Rangers Worldwide Alliance (WWA) which is part of the Rangers Supporters Assembly (RSA).  The RSA compromises of the following Fans groups: The Rangers Worldwide Alliance, The Rangers Supporters Trust, The Rangers Blind Party, The Rangers Disabled Supporters Club and The Corporate Client Group. As part of the WWA and RSA this gives ORSA a voice at Ibrox for all fans in the Oceania region including Australia, New Zealand, The Pacfic Islands and South East Asia. ORSA holds it's an annual AGM each year in a different host city.  The current ORSA committee is as follows:
